I have already replied: the annual fee is a legitimate (albeit unwelcome)
charge. I cannot instruct/direct anyone to not pay.
If you do not have service or have service problems, you must notify USADish
of your issue, and if you want to withhold payment, that is your choice-but
I suggest you document your reasons why you are withholding payment and
communicate to USADish in writing.
