I believe the entire first floor needs window washing (we have no balconies,
and the windows are quite high).

I suppose it's possible to just wash the first floor and the west side
windows (which also don't have balconies) - and skip floors 2-7 on the
northern and southern exposures. Perhaps what was budgeted for cleaning
those northern/southern, 2nd floor and up, balcony units can go towards the
replacement of the balconies?
