There is no charge to register your bike. Just make out a bike
registration if you haven't already. You can get them at:
http://1250westvanburen.com/private/docs/vg_form_bicycleRegistration.pdf
(if you don't have a login id or password, let me know). Fill it out,
put it under Chris's door (#301), and when he gets a chance he'll put
the sticker under your door.
The problem with the unregistered bikes is that some of them have been
abandoned and have been hanging for years. It's time to get rid of them
to make a bit more room for others.
