There was a race.
I believe it was a Bastille Day race of some sort? It was either on July 9th or 10th.
They put up signs about 24 hours prior.

Hi,
I just got back from being out of the country for about 4 weeks now. To my
dismay I returned to find that my car which had been parked on Throop was
towed on July 10th. The charge was parking in an illegal spot but
I definitely left it in a normally legal spot. My question is does anybody
know if there was an event or street cleaning that occurred around that
time? The tow bill is over $700 and I want to know if I have a case to
fight this.
