Hello,
Yes, I actually saw the balconies moved out just far enough from the securing bolts they are anchored to for the repair work to be completed. Basically each balcony is unbolted, moved off of its bolts and then held in place with scaffolding until the work is completed and the balcony can then be re-seated and bolted back into place.
Hope that makes a little sense.
