Dear Owners: I do not know who is stopping residents requesting ID, but, I recommend that if this happens again - report it to the police immediately. If he indicates he is a policeman, let the police department know there is a stranger in the building impersonating an officer. Also, ask the police dept. for a call back so we can find out who this person is and what his intentions are.
