Please don't perceive most post as just some
unconstructive criticism as much as i was more curious
if the decision was totally up to the board, or if
they somehow held a vote amongst owners.

I don't think any two people see the same color the
same way (what I think is gray, my mother thinks is
green). We all have different tastes. I tend to be
very conservative with my color choices when
decorating. When I walked down the hallway with the
new paint for the first time it didn't feel
warm/inviting or even neutral, but it did invoke a
strong reaction of distaste.

Again, I am not out bashing the people who made the
choice, but was curious as to how the choice was made.
 As long as it was made by elected (whether or not by
default) representatives, I have no room to complain.
