Normally, towing should be done only as a last resort, and after
sufficient attempts to contact the owner have occured. Although we've
discussed this on the list, it's possible the owner isn't subbed (although
about 2/3s of the units are subbed). However, 1P distributed the blurb
about visitor parking under the doors and, as of yesterday, there was
what appeared to be a warning note on the windshield of the Audi.
Also, the condo docs are clear: Visitor parking isn't for long-term
storage of vehicles.
That said, I'd opt for giving the owner a few more days in case they are
out of town or there is some other mitigating issue. This would be the
first time we've responded to parking abuse, so erring on the side of
caution might be a bit more neighborly, even in the face of the
unneighborly in-your-face abuse by the owner.
Perhaps somebody could put a new note under the Audi's windshield (or tape
it instead) giving until Weds.
Then, at the next board meeting, we develop a written set of enforcment
rules specifying the policy and indicating the criteria that trigger
towing. I don't have the condo docs at hand, but as I recall, there is
a provision that allows for longer visitor parking with permission
(ie, out of town guests who are staying for a week or more).
I share Chris's anger and frustration, and my emotional side would like
to see the hammer come down. But, the social justice side of me tempers
that with an attempt to "rehabilitate," keep things fair--even if it
costs us some time--and try to educate wayward neighbors about their
responsibilities.
