My experience is that nothing is needed on the "transom" windows. The balcony above keeps the sun out in the summer because the sun is high enough in the sky, and in the winter the sun is welcome. I did have a film put on my windows to keep things from fading. It was fairly inexpensive ($700 and I had the bedroom window done too). The film doesn't provide privacy, but since I like the sun coming in during the winter (I'm on the south side) I tend to keep the vertical blinds (one solution for window coverings, albeit a not very creative one) open but don't have to worry about fading the floor and furniture.
