Everyone,
The association budgets for two window cleanings a year. We perform one
in the spring, and one in the fall (last fall was skipped.) This is
part of the routine maintenance of the building, much like the carpet
cleaning. It would be unsafe to have 91 residents climbing ladders on
their balconies to clean their windows, and could open the association
to liability should someone fall while cleaning. Plus some residents
don't have access to all their windows via a balcony.
The costs for the window cleaning are minimal, compared to the balcony
project. The association would need to skip about 35 window cleanings
to fund the balcony project.
Robin, you stated your windows have not been cleaned in the past 4
years, even though you have removed the screens. FP and the board
cannot verify if all the windows of the building get cleaned, so if you
or any other resident notices windows that have not been completed, send
a note to FP and copy the board. We will make arrangements to have the
contractor return and finish the project, or we will withhold payment.
We can't address issues if notice is provided 4 years after the fact.

Yeah, I have an idea. Those of us who have more than balcony windows
can feel good that the higher assessment we pay than those w/o (since
our units are larger) are being put to good use. There is no way for us
to safely wash the windows.

OK. Lets skip a few window washings for the entire building and apply
the
cost to the replacement of the balconies. For the 01 and 15 units, lets
have a 'special' assessment to have ONLY the west side windows washed.
Does any one have another option / opinion?

There is no way that people on the west side (the 01s and 15s) can wash
their own windows. Well, not without endandering life and limb. And
those
windows are filthy.
