Idea:
If a camera is installed, it should be recorded 24hrs a day. We would have to spring for the camera, and a time lapsed VCR which can record for 72 hours. Then it would have to be someone's responsibility to change the tape and keep the other tapes on hand just incase a resident comes forward claiming missing pieces of mail. If a resident is claiming their parcel(s) are missing, all of the tapes since the expected delivery date would have to be reviewed. Maybe, the culprit will be found at that point.
The only way of catching said culprit, if they don't stay in the building, would then be to have the camera monitored to see if they come back to hit again.

open in the rear stairwell. This didn't seem to slow anyone down.
