All I can answer is anything forwarded to us by Rezmar is/was immediately
forwarded to the respective property owner(s). As far as changing the
mailing address, only the actual title holder can do this (in person at the
county building or via mail by submitting a notarized affadavit).

Judging by the fact that there were only about 30 notices forwarded (out of
a possible 100), I'm led to believe some notice instructing individuals to
change the mailing address last year went out. (I'm only guessing...I don't
remember a year ago). Otherwise, we're assuming 70 people took it upon
themselves to change the address with no instruction. (and maybe they
did...but my experience has taught me differently.)
