I have had a board buckle also and had it screwed down to fix it (they were evidently originally nailed). The fact of the matter is that the wood is over eight years old and, being exposed to the elements, is bound to wear in some manner.
   
  As far as removing your balcony, you might want to consider resale value of your unit. Outdoor space in city condos is very desireable. If you need to insure that the balcony is not used, you might reconsider and invest instead in a device which renders the sliding doors unopenable (is there such a word?) without extra effort. I cannot imagine what it would cost you to remove the balcony, but I would bet it would be $$$$$$.

Allison is correct. The balconies are limited common elements, which
means that both the Association and the owner share some responsibility
for maintenance. Many of the balconies are beginning to show wear and
tear. To those two dozen new to the list, we've indicated that plans
for balcony replacement are underway and the Board is still considering
bids. The replacement will be at owner's expense, and we'll give ample
lead time so people can prepare. We're trying to find inexpensive, but
durable/low-maintenance replacements. Current plans are for replacement
in late spring or fall to minimize disruption of balcony use in nice
weather.
