Mary's right. When the rules committee proposed the "back elevator" rule,
we didn't explicitly address whether the front one could be used.
But, both we, and the Board when they discussed and approved the rule,
acted on the "common-sense/good faith" doctrine in which exceptional
circumstances allowed for appropriate flexibility.
