How about to prevent further confusion, future follow-up emails indicate that they are clearly follow-up so individuals will not read an email that day seeing it will be on the top of their unread messages and get the impression that this is an initial notification. And also provide some guidelines on how many days in advance residents need to be notified just out of courtesy. This would perhaps help them to know this is a reminder and not an initial notification.

Geesh! I have NO interest in the visitor parking spots!!! Couldn't care
